I have always gone by where it hits my body. Like past my chest, to belly button, or sticks to my hips in the shower.

Now its short and I want to know inches wise so I can count how its growing back.

How do you measure? From what point on the head?

Most of us measure by starting at the hairline on the forehead, then going over the top of the head, down the back to get the length.

The method you use does not really matter as long as you use the same method each time.

Some people measure their hair dry, others measure wet or damp (particularly the curly hairs!)  Again, consistency is the key.

Since I'm a curly, I measure when its wet. It just seems longer that way  ;D.
