Hair not growing back

Is it possible that once you cut a lot of hair, it doesn't grow back to where you originally started? I've heard this many times but I'm wondering if it's true or not.

Do you mean that it will not grow back to the original length?  If so, no, it is not true.  A long time ago my hair was mid-back and I had it cut to a short bob.  After many years, I have now grown it out to waist-length and it is still growing.  Keep in mind the hair itself is dead tissue, so cutting it has no effect on the live follicle that grows the hair.

its worse when its not growing at all Cry(well my mom says it is, but since i have such culy hair i can't tell, but it straightens when it gets wet in the shower and its NOT growing back! Angry)

The hair doesn't grow steadily- sometimes it can rest for a long time, and sometimes it can take growth spurts.

It has helped me to measure my hair monthly (some do this more seldom). Even though I don't see growth, I now have some hard proof of what my hair is doing.
