A friend of mine has curly hair, she just cut it into this really nice short bob, which looks graet with her curly hair, the only problem is THE FRIZZ, after her hair dries it gets really frizzy ? anybody got any advise?
  please help ???

I would assume the reason the frizz popped up after the hair cut, is because the longer hair was weighing it down more.

I definitely agree with NR...The routines many of us use on our long hair would work just as well on short hair. No matter the length, hair is always going to act and feel nicer the better it is treated.

I'm wondering - is she disturbing those curls by messing with them before they dry?  Curls often don't like that  8)...g
