Unfortunately, I have zero experience with jojoba oil, so...

As a heliophobe/creature of the night who lives in SoCal (irony?), sun protection/avoidance is part of my daily life.
You know the old mantra that the best way to protect yourself from something is to avoid it? This is true of the sun, especially when you live in high-risk areas (such as Hawaii and pretty much anywhere in the southwestern US). The best protection for your hair against the sun is shade. If you absolutely cannot wear a hat, try wearing a scarf or carrying a parasol or umbrella. No one will think you're "weird," trust me.
Also, try to schedule your walks when the sun is not out in full force, such as earlier in the morning or later in the evening. UV rays are not as harsh during those times, so there will be less risk for your hair and skin.
As far as products go, a few companies made shampoos, conditioners and leave-in's with UV filters built right in, although I haven't seen anything like that on the market in quite awhile.
I'm a firm believer in the "you get what you pay for" philosophy. My father once explained it thus: It's not a matter of saving money. It's what you can live with. Most of the time, when you pay less for something, it isn't going to work as well, and you'll have to end up compensating somehow. What you have to decide is whether or not it's worth it to you to deal with all of the other crap that goes along with paying less for something. And almost always, the answer is no.
Does that mean that I spend $60 for a bottle of shampoo? No. I buy and use what works for my hair and refuse to settle for less. This means experimenting, reading labels and using common sense.
As to my occupation, well, I could tell you...but then I'd have to kill you.
